The Data Privacy Act requires we inform you of your rights about the private data we are requesting on our forms. Private data is available to you but not to the public. The information you provide will be made available to city staff persons in the Parks and Recreation Department, other program participants, the city’s insurer and attorney, and to the coach, supervisor or instructor of the activity, who may be a city employee or volunteer. You can withhold this data, but we may not be able to complete your registration and/or you may not receive updated program information.
As lawful consideration for being permitted to participate in the City of Shakopee Parks and Recreation Department program listed above, I agree that the City of Shakopee, School District #720, and/or City Affiliated Athletic Associations shall be held harmless and exempt from liability for any injury or disability which I or the participant of the program listed above might incur as the result of participation in the program, due to the passive or active negligence of the City, School, Association, its agents, employees, elected officials, or volunteers. This release of liability of the City of Shakopee, School District #720, and/or City Affiliated Athletic Associations does not include any injuries that I or the participant of the program incur as the result of willful, wanton or intentional misconduct by the City of Shakopee, School District #720, and/or City Affiliated Athletic Associations, its agents, employees, elected officials or volunteers. This agreement is specifically binding upon my spouse, heirs and assigns and the spouses, heirs and assigns of the participant of the program.
- Cancellations made 30 or more days prior to the scheduled reservation are eligible for a refund.
- Cancellations made within 30 days of the reservation date are not refundable. Customers may choose to reschedule their reservation within 60 days of the original event date or forfeit their reservation.
- Refunds may be processed to the original payment method (credit/debit cards), via check for cases when the original payment method is unavailable or cash was used, or as a credit on the customer’s registration software account.
- Any fee, deposit, or charge labeled as non-refundable will not be refunded upon cancellation.
- A full refund will be issued if an activity, event, or program is canceled by the Parks and Recreation Department. Typical cancellations include inclement weather, low enrollment, instructor illness or facility conflicts. Staff make every effort to reschedule activities prior to cancellation.
- Registrations cancelled before the registration deadline are eligible for refund of all program registration fees.
Registration deadline is 1 week prior to the start of the program unless otherwise stated in the program description. - Registrations cancelled after registration deadline are not eligible for refund unless due to a medical reason – medical reasons are considered on a case-by-case basis and are subject to approval.
- Participants may be removed from a program by staff for violations of the code of conduct. In such cases refunds will not be issued.
- Memberships may be cancelled within three business days of original purchase and receive full refund. After this period, refunds will not be issued.
- A 30-day, written notice is required to cancel monthly memberships. If proper notice is not provided, the membership will automatically renew.
- Annual and monthly memberships not meeting the minimum one-year commitment are subject to a $50 early cancellation fee, due at the time of cancellation.
- If the facility cancels a membership due to a violation of the Zero Tolerance Policy or amenity rules, no refund will be issued.
- Facility cancellations made at least 72 hours prior to the reservation start time are eligible for refund.
- Reservations cancelled on or after the start date for any reason will result in forfeiture of all fees.
- Reservations may be cancelled due to facility conditions; in such cases a full refund will be issued for the affected dates.
- Any cancellations made before 30 days of reservation is eligible for a full refund.
- The renter will be responsible for the full fee if the cancellation is less than 30 days before the reservation.
Periodically, we take pictures or video of participants in various Parks and Recreation Department programs, special events or people enjoying the parks.
Note: These photos may appear in any city publication, third-party media outlet or in promotional and marketing materials. Participation in or attendance at programs or events sponsored by the city constitutes voluntary consent. More information is available at www.ShakopeeMN.gov/communications.
The Shakopee Community Center operates under a zero-tolerance policy in order to provide a safe and positive environment for members, guests and staff. Violations of this policy result in exclusions and often trespass notices being issued. Exclusions prohibit individuals from being in or at the community center facility and grounds for a designated period of time. Membership revocation may occur as a result of an exclusion.
The zero-tolerance policy prohibits the following:
- Verbal abuse of patrons or staff
- Bullying/Intimidation/Threats
- Behavior that requires a second warning
- Profanity
- Fighting
- Theft and/or vandalism
- Dangerous activity that leads to or could lead to injury
- Alcohol, tobacco or substance use
- Failure to adhere to facility rules, guidelines and/or policies
- Disrespectful, disruptive or rowdy behavior
- Unpermitted entry (failure to acquire day pass)
- Gang signing or activity/wearing of colors
- Possession or use of weapons of any kind
A Youth Access Tag does not provide free or independent entry to the facility and does not waive the daily admission fee. The tag serves solely as verification of parent or guardian permission for facility use. Youth Access Tags are non-transferable and may only be used by the individual to whom they are issued.
To access the Shakopee Community Center, Youth Access Tag holders must check in at the front desk using their key tag and pay the applicable daily fee. If a key tag is lost, a replacement may be purchased for a fee. Key tags that are damaged due to normal wear and tear may be replaced at no cost when presented to staff.
City boundaries (not mailing addresses or school district boundaries) determine residency status. While some addresses may list “Shakopee,” taxes paid by township or adjacent community residents are not directed to the City of Shakopee. The non-resident fee structure helps ensure fairness and financial sustainability for Parks and Recreation services.

Reservations Requests:
- Accepted the 1st business day in January for the present year.
- Monday-Friday 8 a.m.- 4 p.m.

- First come, first served. Requests are date and time stamped. All fees are due at the time of reservation.
Payments & Deposits: Payments
Full payment and a $100 refundable Facility Use Deposit (if applicable) are due at the time of reservation. We accept cash, checks, Visa or Mastercard. Make checks payable to “City of Shakopee”. Facility Use Deposits will be returned after rentals. Deposits may not be returned for items listed on the renter’s reservation confirmation.

- Mon-Fri 5 a.m.- 9 p.m., Sat 6 a.m.- 8 p.m., Sun 8 a.m.- 8 p.m.
- Available day of the rental or by special request
- Requires $100 refundable Facility Use Deposit

- Return keys the same day of rental or the next day; Keys not returned as specified will result in loss of deposit

Decorations:
Encouraged: Blue Painters Tape, 3M Command Strip product, free-standing items, center pieces, balloons, signage on easels.
Prohibited: Tape, glue, nails, tacks, staples, candles, confetti, glitter, sand, silly string, rice, flower petals, adhered items, ceilings or fixtures.
Failure to follow will result in loss of the facility use deposit or incurred expenses.
Food and Merchandise Sales:
May require an additional City permit. Contact the City Clerk at 952-233-9300.
Tents and Canopies:
Permit required for structures over 200 sq. ft. Contact Fire Inspector at 952-233-9575.
Weather:
No refunds. Staff will work with you to find an alternate date.
Rental Process
- Rentals are available from late May to early October. Rentals outside of this period are at the City’s discretion.
- Rentals for the upcoming calendar year are permitted beginning the first regular business day after Jan.1ofthe previous year. Ongoing annual rentals and events have priority over ‘new rentals’.
- Rental includes use of the amphitheater/stage area and open-air park shelter
Fees
- All rentals shall include set up and take-down time. Fees include a City-employed site host to be present.
- $115 per hour with s 2-hour minimum OR $500(8-hour all-day rate)
- Chair use (approx. 65 available)
- Sound System (mic and 2 speakers, music playback)-larger setups may require additional charge.
- $30 per hour: Additional staffing rate for large events
- FREE: Cedar stair sections for a front-stage approach. Due to weight, staff may need assistance from the renter.
- Full payment and refundable damage deposit are due at the time of reservation.
- Damage deposits will be returned after rentals: Within 21 working days (cash/check) or 7 days (credit).
- If a renter or their activity causes damage, the renter will be responsible for full repair/replacement costs.
- Fees for tents, tables/chairs, portable toilets, security, additional trash receptacles, special permits, additional staffing/traffic control based on the scope of the event, and any other item above and beyond the general rental are the responsibility of the renter. City staff retain the right to determine.
Hours of Operation / Rental Hours
- Park Hours: 6:00 a.m.-10:00 p.m.
- Rentals must conclude by 9:30 p.m., unless authorized by permit.
General Use
- The terraced concrete seating in the amphitheater area seats approximately. 500. 2,000 if grassy areas are used.
- Rentals provide ‘limited’ exclusive use of the amphitheater and park shelter area. The remainder of the park is open for public use. Expect the general public to be walking/visiting the park during rental times.
- Clean-up of the site is the responsibility of the renter.
- Pets must be leashed or confined and under control.
- Vehicles are not permitted off of the parking lot surfaces, with the exception of offloading/loading at the stage. Vehicles should return to the parking area
Use of the Amphitheater
Use of the Amphitheater is available for ceremonies, music, theater, speeches, religious activities, or other performance art activities, with the following requirements:- Performances shall not include content that might be interpreted as: Condoning or soliciting unlawful conduct, defamatory, that are abusive, containing offensive sexual conduct, or inciting violence.
- Sound and light systems are monitored under the supervision of City of Shakopee staff to ensure appropriate levels/use. City noise ordinance applies.
- Helium balloons, flowers, and other free-standing or non-damaging decorations are permitted. No tape, adhesives, staples, or other damaging types of fasteners may be used. Staking in the ground is prohibited.
- Dry ice, pyrotechnics or anything involving fire or open flames requires a special permit.
- Charging admission is prohibited, unless by special permit. Renters can "pass the hat" for donations
Special Use Permits
The following may be subject to a special use permit, other permits and insurance requirements:- Inflatable moon walks/other inflatable devices, tents/temporary shelters, community celebrations, special events, carnivals open to the public, large BBQs, parades, runs, large live music events, dunk tanks, tents, car/cycle/etc. shows, contests/exhibitions, events that charge admission, animal/wildlife use or any other item, selling of food/beverage/merchandise, possess/serve/consume keg beer, solicitation and/or promotion of products/services.
- No recreational fireworks (including MN legal) in the park by City ordinance. Festival fireworks require coordination with the City and Fire Department to obtain proper permits.
Alcohol
- Beer and wine are allowed by ordinance in the grandstand (performance area) or park shelter areas only.
- Liquor is prohibited.
- The sale of beer, wine, and/or alcohol is prohibited without a special permit.
Picnics, Receptions and Tents
Certain tent/shelter applications may require a special use permit and additional permits from the Shakopee Fire Department. The following outlines the picnic, reception and tent use requirements:- Renter-provided tents and canopies must be freestanding, may not exceed 144 sq. ft. and may only be used in a designated area.
- Small portable tents/canopies that are freestanding and 400 sq ft. or under w/open sides or 200 sq ft. or under with sides do not require a permit from the Shakopee Fire Department. Tents within this size consideration can only be placed in a designated area unless a special permit is issued. Tents cannot be staked into the ground and supports are required under the feet of the tent if used on the asphalt. Larger tents will require a Shakopee Fire Department permit.
- The park shelter has electric service. The site does not give a direct front view of the performance stage and requires some walking between the sites(see schematic).
- Amplified music is allowed under tents/shelters but must be maintained at volumes that do not exceed City noise ordinances
Food
- Catering or self-prepared food is permitted. Electric is available, sterno-type heat is permissible.
- On-site grilling is permitted as part of food service at a picnic/reception. All grills must be kept on hard surfaces and must not block access on trails and walkways. Must remain a safe distance from overhangs.
- The Huber Park support building and performance stage may not be used for food service or seating.
- Sale of food/beverage is allowed by special use permit only and would require a temporary food license from the State of MN. A copy of the license must be provided to the City. www.health.state.mn.us
Insurance
- For events or permits requiring it, insurance must meet requirements: 1 million dollar liability, naming the City of Shakopee as additional insured.

Termination by City:
The City may terminate memberships at any time with written notice. If terminated, a prorated refund may be given. Annual and monthly memberships cancelled before one year are subject to the $50 cancellation fee.
Liability Waiver:
The City is not liable for injuries or disabilities resulting from use of the facility, except in cases of intentional misconduct.
Rules & Regulations:
Membership use is subject to all facility rules and may be restricted at staff discretion. Private (for-profit) instruction is prohibited.
Age Requirements:
- General Facility: Under 15 must be with an adult (18+).
- Gym/Walking Track: Under 15 requires adult supervision.
- Playground: Under 11 must be supervised by someone 16+.
- Aquatic Center:
- Age 6 & under: adult (16+) must be in the water and within arm's reach.
- Spa/Sauna: minimum age 15.
- Ages 7–14: adult must be in the pool area. - Fitness Center:
- Ages 12–14: must complete an orientation and be with a parent.
- Ages 15+: unrestricted use. - Fitness Classes:
- Age 15+: allowed.
- Ages 12–14: must be with a parent.
Fee & Operations Changes:
The City reserves the right to change fees, discounts, programs, and hours of operation at its discretion. Monthly fee changes take effect immediately; annual membership changes apply at renewal.
Personal Property:
The City is not responsible for lost, stolen, or damaged personal items.
Miscellaneous Terms:
- Memberships are non-transferable.
- Subject to Minnesota law.
- Invalid provisions do not void the rest of the agreement.
- $30 fee applies to closed or insufficient funds accounts.
Check-In Policy:
Members must check in with a key tag. Replacements for lost tags cost $5. Worn/damaged tags may be replaced for free upon presentation.
Membership Includes:

Use of SCC facilities (gyms, fitness area, aquatic park, indoor playground with family memberships, and discounted childcare).
Access to open skating, fitness classes, open swim, and tot time at the indoor aquatic center.
Registration Deadlines
Registration deadlines are established for each class to help provide a positive experience for recreation program participants by ensuring appropriate staffing, supplies and facilities to meet the registration needs. Please refer to the program descriptions for each program’s registration deadline. If no registration deadline is listed, the deadline is seven days before the program begins.
Youth Associations Special Registration Dates
Most youth athletic associations have specific dates for registration. Please check individual program information to ensure you register correctly. The Shakopee Community Center does not accept registrations for youth associations.
Hope Scholarship Program
Financial aid for qualifying residents with financial limitations is available. For more information, please contact the Parks & Recreation department at 952-233-9505, Monday–Friday from 8 a.m.-4 p.m. Applications are valid from Sept. 1 to Aug. 30. Requests must be made one week before you plan to register.
All recreation program participants and attendees are expected to always exhibit appropriate behavior while participating, spectating or attending any program, sports league or activity conducted or sponsored by the City of Shakopee Parks & Recreation Department or community partner. The following guidelines are designed to provide safe and enjoyable activities for all participants:
- Show respect to all participants, officials and program staff.
- Take directions from program staff/supervisors.
- Always use respectful and appropriate language.
- Promote a safe environment by treating yourself and others (participants, staff and officials) with care and respect.
- Take care of equipment, supplies and facilities to ensure a positive experience for everyone.
