About the Project

Construction began in April 2016 on a new Shakopee Ice Arena and improvements to the existing Community Center. The completed project will include: 

Two NHL-sized rinks, locker rooms, dryland space, meeting rooms, concessions area

New 24,000-square-foot aquatic center with water slide, zero-depth-entry pool, four-lane lap pool, locker rooms, sauna

Dedicated senior lounge

Engima Teen Center

New fitness center, two aerobics studios, spinning studio

Indoor playground

Drop-in child care

Community Room available for community rentals

Four multi-purpose and small meeting rooms for community rentals


The city recently completed a $30.4 million recreation improvement project that included construction of:

  • New two-sheet, off-site ice arena
  • Community Center remodeling, including expanded fitness, senior lounge, indoor playground and child care
  • Aquatic facility in the existing ice arena shell

In December 2015, the City Council awarded contracts to 24 bidders for $25,826,178. See a full list of the contract awards. Additional fees, including design, sewer and water charges, security measures and owner's costs, bring the full cost of the project to $30,416,779.

  • Shakopee Ice Arena and Community Center Estimate [PDF]: The first table includes construction costs, including those approved through the contract bid process. The second table includes owner's costs, such as furniture, fixtures and equipment. Note, some costs are estimates/allowances identified by the design team. The contingency fund is for possible unforeseen expenses.

The City Council also awarded the sale of 20-year general obligation tax abatement bonds in the amount of $29.5 million to Morgan Stanley & Co. to finance the project. The City originally intended to sell $31.8 million in bonds. However, due to Moody’s Investors Service upgrading the City of Shakopee bond rating in November, investors offered a $2.2 million premium for the bonds. This premium acts as additional revenue for the project and allowed the City to reduce its total bonding amount.


In November 2014, the City Council approved a feasibility study and preliminary architectural work for expansion of athletic facilities at the Community Center and a preliminary look at the potential future use of the Central Family Center building.

Ballard*King and Associates, 292 Design Group and Springsted Inc. presented their Community Center Feasibility Study [PDF] during the March 31, 2015, City Council meeting. The study looked at market conditions, desired recreation amenities and financing options for expanding the Community Center. In addition, the study looked at several financing options, including referendum bonds, tax-abatement bonds, lease-revenue bonds, sales-tax referendum bonds, city fund balance, inter-fund loans and recreation facility revenue bonds.
