Winter Parking Rules (Nov. 1-March 31)
From Nov. 1 to March 31, NO PARKING is allowed on any city street from 2 a.m. to 6 a.m. regardless of the day of the week, side of the street, or the presence or absence of snow. Vehicles parked in violation of these rules shall be tagged and subject to towing, at the owner’s expense.
Exceptions apply in the Calendar Zone.
Calendar Zone Exception
Odd/even parking rules apply, in the area bordered by:
- Minnesota River on the north
- 10th Avenue on the south
- Marschall Road on the east
- County Highway 69 on the west
What does odd/even parking mean?
In this area only, between 2 a.m. and 6 a.m. you may only park on:
- Even-numbered side of the street on even-numbered days (Dec. 2, 4, 6, etc.)
- Odd-numbered side of the street on odd-numbered days (Dec. 1, 3, 5, etc.)
Snow Emergency
A snow emergency is in effect:
- After any snowfall of 2 or more inches
- The City administrator can also declare one
During a snow emergency, parking restrictions are effective 24 hours a day until the snow has been plowed curb to curb on those public streets. Learn more about the City’s snow removal procedures.

Storing Seasonal Vehicles
Recreational vehicles may be parked or stored in residential districts under the following conditions:UNOCCUPIED RVs & CAMPERS UNDER 35 FT:
- Only one RV can be stored outdoors on a residential lot. Additional vehicles must be kept in an enclosed structure.
- Shall not be parked in the front yard unless utilizing existing driveway.
- Must be parked on a properly surfaced off-street driveway or parking area.
- Must be at least 5 feet from interior/ rear lot line and at least 15 feet from street
- People cannot live or operate a business in the RV.
- Visiting RVs may be parked and occupied for up to 30 days and shall not dump waste into a storm or sanitary sewer system.
- A limit of two boats, utility trailers and all-terrain/snowmobile trailers (up to 20 feet long, measured from the tongue of the trailer to the rearmost portion of trailer).
- May be parked on lawn, turf or other parking surface in the rear or side yard.
- Must be at least 5 feet from interior/rear lot line and at least 15 feet from street.
