What is the Shakopee Social District?
Stroll, sip, and stay awhile! The Shakopee Social District is your new go-to spot for patio vibes and open-air fun.Here’s how it works: You can buy a drink from a participating bar or restaurant and enjoy it while you explore the designated Social District area. Look for official signage to know where you can walk with your beverage — think sidewalks, plazas, and participating businesses.
A few quick sips of the rules:
- Drinks must be in the official compostable Social District cup (provided by the bar or restaurant). No BYOB is permitted.
- You can only bring your drink into businesses that have a “Drinks Welcome” sign.
- Finish your drink before entering another bar or restaurant.
- Stay inside the marked boundaries — no wandering off with your cocktail!
Which businesses allow Social District beverages?
Check the signage when you enter the business. Participating business will have a blue "Sold Here" or green "Drinks Welcome" sign, while some non-participating businesses may opt to display a red "No Drinks Permitted" sign.

Information for Businesses
To obtain a license to serve alcohol in the social district, a business must:
- Be located within the social district boundaries
- Possess a current liquor license in good standing with the state of Minnesota
- Complete the license application via the City's ePortal
Licensed businesses must serve alcoholic beverages in a designated Social District-branded compostable cup. The Social District logo is included on the cups, and businesses must mark each cup with their City-assigned license number for identification.
The minimum order is 1,000 cups and can be completed via the City's ePortal. Cups can be picked up from Shakopee City Hall, 485 Gorman St., during regular business hours.
Revenue from cup orders will be designated as Social District funding. These funds help cover the costs of operating the District, including public safety staffing, signage and boundary markers, garbage service, administrative time, and compliance monitoring.

Social District Information & Guidelines
You must stay within the designated City of Shakopee Social District Public Common Area boundaries as indicated on the map. The Social District boundary will be identified by signage.
During the 2022 Minnesota Legislative Session, a special provision was included for the City of Anoka to establish the first Social District in Minnesota.
Following in Anoka's footsteps, the City of Shakopee worked closely with legislators and key stakeholders, and successfully lobbied during the 2024 legislative session for its own legislative approval to establish a Social District.
The City is authorized by Minnesota Session Laws 2024, 114, Article 5, Section 6, which amended Laws 2022, Chapter 86, Article 2, Section 5, to issue a Social District License; Cities of Anoka, Shakopee, and Stillwater to issue a Social District License to any Licensee, authorizing the consumption, but not the sale or services outside of the licensed premises, of alcoholic beverages sold by the Licensee within the Social District.

No. Alcoholic beverages purchased from one location are prohibited from entering another alcohol-serving establishment, regardless of whether they participate in the Social District or not. All beverages must be consumed within the designated Social District Public Common Area or in the business from which they were originally purchased.
No. Only alcoholic beverages purchased from authorized businesses within the City of Shakopee Social District are permitted. No cans, glass bottles, or outside drinks are allowed.
No. When ordering a beverage, it must be served in a new cup with the appropriate designations.
Businesses will display window clings near their entrances indicating if Social District beverages are welcome or not.
Beer, wine, and spirits are all allowable drinks in a City of Shakopee Social District beverage cup. Alcoholic beverages must be purchased from an authorized participating establishment. Cups may hold up to 16 oz. or less.
The City of Shakopee advises participating establishments to verify customer IDs at the time of purchase.
