Planning Division Staff oversee development and redevelopment throughout the city to ensure that projects are well-designed, efficient, and meet high standards.
Our key responsibilities include:
- Administering City zoning and subdivision ordinances as well as developing and maintaining the Comprehensive Plan
- Providing pre-development consultations and reviews for multiple types of land use applications associated with development projects
- Providing land use recommendations to the Planning Commission, Board of Adjustment & Appeals and City Council
- Reviewing sites for zoning compliance
- Reviewing residential, commercial, and industrial building, sign and fence permits

Choosing A Site
To promote orderly development, all properties within the City have a zoning designation that governs its use as outlined in the City's Zoning Code. Any proposed land use must comply with zoning requirements. The Zoning Code is intended to implement the City's 2040 Comprehensive Plan [or long range plan] and related land use plans in a manner that protects the health, safety, and general welfare of the citizens of Shakopee. Requests for an official Zoning Verification Letter which verifies the zoning and land use information for a specific parcel of land in the city are required to be submitted through the ePortal. Fees for verification letters can be found in the city fee schedule.
Developing A Site
If your project requires a land use approval such as a Conditional Use Permit, our Planning Staff can walk you through the process which requires an application, payment of fees, and typically a public hearing and neighborhood meeting prior to appearing before the Planning Commission/BOAA or City Council. Meeting Design Standards
Project reviews require input from multiple departments. The Planning and Development Division will review and comment on design standards related to the placement and construction of structures and landscaping as required by City Code.The Engineering Department will assist you in ensuring your project meets the City’s design criteria for new construction for street, sanitary sewer, and storm sewer improvements. Engineering Staff review projects, establish conditions, and perform inspections for roads, grading, and utilities to ensure projects meet all requirements. Shakopee Public Utilities is responsible for reviewing and permitting projects associated with water and electric within their territory.
