The Shakopee City Council met on Tuesday, Jan. 22. Among the meeting highlights: 

Council approves contract extension with Republic Services

The City Council approved extending its contract for residential garbage and recycling collection services with Republic Services through Dec. 31, 2021. The new contract:

  • Establishes a clear process and timeline for rate adjustments so they can be better communicated to customers.
  • Assigns an operations supervisor specifically to the City of Shakopee to better coordinate operations, such as missed pickups, new/replacement carts, etc.
  • Instructs Republic Services to begin distributing its privately owned garbage and recycling carts as necessary. This adjustment allows for the city to gradually transition out of cart ownership.

In addition, due to the closing of the Great River Energy Waste, city waste will now be transferred to Pine Bend Landfill, which will result in a disposal rate decrease for 2019. Council approves final plat of Lloyds Addition, Sarazin Flats Second Addition

The City Council approved final plats for two development projects:

  • Final plat of Lloyds Addition. This 18.6-acre property consists of Outlot A of Checkered Flag and the property that was formerly known as RTS. It creates two new lots, one for use by Lloyd’s Properties LLC and a second parcel for a future tenant. Lloyd’s Properties is planning a recycling/waste sorting and transfer facility and exterior storage.
  • Final plat of Sarazin Flats Second Addition. MWF Properties is planning an additional 48 multifamily residential units near Sarazin Street and Highway 169. Access would be from Sarazin Street, west of the previously approved first addition (1575 Sarazin St.), which included 57 multifamily residential units.

City to seek bids for annual sewer lining projects

The City Council approved plans and ordered the advertisement of bids for the 2019 Sewer Service Lateral Pipe Rehabilitation Project and the 2019 Cured-In-Place Sewer Pipe Lining Project. These annual projects use cured-in-place technology to line lateral and main sanitary sewer pipes under various city streets. The estimated cost is $780,000 to be funded out of the sanitary sewer fund. More information is available on the city website at

Council renews school resource officer agreement with school district

The City Council extended its school resource officers (SRO) agreement with Shakopee Public Schools through 2019.  The school district's annual contribution to the city for four SROs is $213,394. More information: Jeff Tate, Police Chief, 952-233-9400. 

City creates school speed zone on 11th Avenue

The City Council established a school speed zone along 11th Avenue between Marschall Road and Shakopee East Middle School’s east property line. Signs will be posted noting the new 20 mile-per-hour zone during school hours. The school speed zone is intended to improve vehicle and pedestrian safety. Council approves changes to off-street parking requirements

The City Council approved a zoning text amendment to city code 151.141-143 to “right size” the city’s parking requirements and allow for more flexibility in design and development of parking areas. The changes include allowing for more efficient use of space and reduce storm water runoff. More information: Kyle Sobota, Senior Planner, 952-233-9349. 

City purchases two plow trucks

The City Council approved the purchase of two single-axle plow trucks for a total cost of $416,704. This total includes cab, chassis, box, hoist, plows, controls and accessories, including installation and setup. The trucks replace two 2004 models, one of which will be traded in and the other kept as a backup. More information: Mike Hullander, Public Works Superintendent, 952-233-9550. 

Council establishes public hearings for 2019 street reconstruction project

The City Council will hold a public hearing Feb. 19 for the 2019 Street and Utility Reconstruction project. More information is available on the city website at

Council approves liaison appointments for 2019-20

The City Council approved the following appointments:

  • Mayor Bill Mars: Metro Cities, Minnesota League of Cities, Railroad Committee and Interworking Group.
  • Jody Brennan: SCALE, interview board and Parks, Trails and Open Space Steering Committee.
  • Angelica Contreras: Shakopee School District and Shakopee Diversity Alliance.
  • Matt Lehman: Shakopee Public Utilities Commission, Highway 169 Corridor Board, Railroad Board and Vice Mayor.
  • Jay Whiting: Minnesota Valley Transit Authority, Downtown Shakopee, interview board and Economic Development Authority president.
