The Shakopee City Council met on Tuesday, Nov. 20. Among the meeting highlights:

Council approves the creation of a zoning use table

Council approved a text amendment which created a zoning use table in the city’s Zoning Ordinance. The current Zoning Ordinance lists the allowed, permitted and conditional uses individual sections for each zoning district. If a resident, developer, contractor or staff wanted to determine what zoning districts a certain use is allowed in, they had to read each individual section of the code to determine if use was allowed.

To make the zoning district information more accessible to the public, staff have developed a table which includes land uses, zoning districts and information about what is permitted in the district. This table will be a living document and will change to conform with city code over time. The table has also eliminated approximately 130 pages of text from the code.

Council denies Comprehensive Plan amendment

City Council denied an amendment to the 2030 Comprehensive Plan, that would have allowed changes to parcels guided Mixed Use and zoned Central Business District(B3) from no defined density, to up to 125 dwelling units. The parcels in question include two future developments downtown- one at the former City Hall site and the Riverfront Bluff site. Also included are the Northridge Court and Levee Drive Apartments. The proposed amendment would have matched these sites with the correct zoning and guiding.

The developments in the downtown area will be built on parcels that are guided Mixed Use and zoned Central Business. To obtain the required permits for sewer connections, the Metropolitan Council requires parcels with these classifications to allow for higher density housing. Staff will bring back an updated amendment to Council in Jan.

Council approves text amendment revising the City’s sign codes

After previous workshop meetings with the City Council and approval by the Planning Commission, staff presented a revamped sign code to Council on Nov. 20. Council approved the recommended changes. Shakopee’s previous sign ordinances conflicted with recent US Supreme Court rulings. The new ordinance streamlines residents’ ability to express themselves while providing fair and consistent rules which they can follow. The new ordinance also corrects several issues not addressed by previous ordinances such as sign lighting and the lack of regulation for parcels zoned for Agricultural Preservation and Highway Business District.

Council receives draft budget

City Finance Director Darin Nelson presented a draft of the city’s 2019 Budget. Council members were provided with the entire draft budget, which you can review through the Nov. 20 meeting agenda.

For the past two years, staff have recommended budgets that have little to no impact to residents. The 2019 budget has a more significant effect for taxpayers because most homeowners will see a city tax decrease of about $62 annually, roughly 7.2 percent. The proposed budget also decreases the city’s current tax rate, lowering it from 37.971 percent to an estimated 35.231 percent.

Residents can comment on the 2019 Budget at the Dec. 4 Council meeting. At that meeting the EDA will approve the 2019 EDA Levy. On Dec. 18, Council will be asked to approve the levy and budget.

Council holds public hearings to approve street and alley reconstruction and electrical undergrounding

Final totals from 2017 alley reconstruction, 2018 street reconstruction and 2017 Shakopee Avenue electric undergrounding were brought to Council. Three separate public hearings were opened to allow residents to contest assessments to be billed. Council approved resolutions allowing the three projects to be billed to assessments.

Council tables changes to Parking Ordinance

After discussion at the Council meeting, Council directed staff to bring back additional language for parking regulations in residential areas. In general, the council supported highlighted changes for commercial districts.
