The Shakopee City Council met Tuesday, Oct. 3. Among the meeting highlights:

Council discusses tax increment financing and its potential uses

The City Council met in work session to receive educational information about tax increment financing (TIF). City staff provided background on how Shakopee has used TIF for economic development, redevelopment and infrastructure since the 1970s. TIF allows cities to front the cost for development or redevelopment projects using bonds, interfund loads or pay-as-you-go financing. Once complete, the government entity (or developer in the case of pay-as-you-go financing) is reimbursed from the difference in property tax values between the original value of the property and the value after the project is completed. Council ratifies 2017-19 Public Works contract

The City Council ratified contracts with its Teamsters Union, which represents employees in the Public Works Departments, for the 2017-19. The contract calls for 3-percent wage increases each year, increases early call-in pay, streamlines how overtime is distributed and more. Council approves vacation of alleys, right-of-ways near Minnesota Correctional Facility

The City Council approved the vacation of alleys and right-of-ways within and adjacent to the Minnesota Women’s Correctional Facility. The vacations were requested to clean up the property’s title, as many of them should have been vacated when the site was developed in the mid-1980s. The city plans to work with the state of Minnesota to provide an easement for a possible sidewalk or trail connection between Holmes Park and Riverview Park.
