Riverfront Bluffs construction could begin in spring 2020

Updated: 03/11/2020

Drawing of buildingIn February, Gaughan Co. presented its latest plans for the riverfront redevelopment of the city block bounded by First Avenue, Scott and Atwood streets and Levee Drive.

Gaughan’s new design includes 170 market-rate units, a restaurant on the river and retail space on First Avenue.

Gaughan redrafted its plans after the city acquired additional properties on the block, expanding the footprint of the project. The additional acreage allowed Gaughan to add 50 additional units.

The developer is in the process of securing necessary permits. If approved, construction could begin in spring 2020.

This spring, the city also secured a Minnesota Department of Employment and Economic Development Contamination Cleanup grant in the amount of $333, 732 to assist in the cleanup of the site. The site was previously used as a garbage dump and crews will have to remove contaminated soil before moving forward.

The grant will fund a portion of the lot cleanup with the remaining coming from the Riverfront Bluff Redevelopment Tax Increment Financing District.
