Planning strategically

Since summer, the City Council and staff have been working on a strategic plan for the City of Shakopee. The strategic plan is intended to create a connection between our longer term plans, such as the Comprehensive Plan and the Parks Master Plan, and our day-to-day operations. The strategic plan establishes priorities for the next two to three years and helps define the key goals the City Council wants to achieve.

The plan is still in progress, but we anticipate the council will review and potentially approve the strategic plan in mid-December 2019. A couple key priorities from the process so far are: 

  • Ensuring financial stability. This means continuing to maintain a lower tax rate, diversifying our revenue sources to decrease reliance on property taxes,and making sure high-priority capital projects (streets, sewers, trails, sidewalks, etc…) are appropriately funded.
  • Enhancing community strengths. Shakopee already has a lot of strengths and opportunities, but some are under-utilized. We want to expand access to the river, focus on Shakopee’s history, diversify our local economy and improve our collaboration with our tourism industries.
  • Effective public services. Local government has some core responsibilities. Those typically include public safety, transportation and the health and welfare of the community. We plan to ensure we have the best workforce, the best plans and clearly identified levels of service delivery.
  • Excellence in communications. We will be working to reach more people through our communications and to improve our ability to engage under-served populations. We want to build trust between the community and the city organization by setting the standard for transparency and to improve the overall image of our community through branding and marketing initiatives. 

Over the course of the next couple years, you will see we are reporting on our successes (and places we can improve) in these areas. We have included additional funding in the 2020 budget to specifically report – in a way that is meaningful to you – what we are doing, why we are doing it and how we are measuring success.
