Applicants are asked to schedule an appointment with the City Clerk's Office prior to bringing in a business license application. Call (952) 233-9300 and ask for Heidi or Lori to set up an appointment.

The City Clerk’s Office is responsible for issuing business, liquor and other business related licenses. License applications are available at City Hall.


Currency Exchange License

This is a state license; however, the city is required to hold a public hearing for the issuance of the license. Therefore, applicants must submit a Currency Exchange [PDF] application and $50 administrative fee. For more information, contact the Minnesota Commission of Commerce.


Food Trucks

City Code requires food trucks seeking to operate in the city to obtain a license at City Hall: Mobile Food Unit Ordinance [PDF]. The city offers two options: a free, temporary (10-day) registration or a $50 paid, annual license. Food trucks with annual licenses are allowed from April through October. Temporary licenses extend from March 15 to Nov. 15, based on weather and staff discretion.

Massage Therapists & Therapy Businesses

Massage Therapists

Massage therapists operating in the city must obtain a one-time license. The license does not expire.

  • Undergo a background investigation by the Police Department. Please note it can take up to 10 days for a background check.
  • Receive approval from the City Council

Massage Therapy Business

All massage therapy businesses must be licensed by the City of Shakopee. The annual license expires annual on Nov. 1; businesses must apply for a renewal every year by Oct. 15.

Movie Picture Theater 

All movie theaters operating in the city must be licensed. Licenses must be renewed annually by Jan. 1.

Pawnbrokers, Precious Metal Dealers and Secondhand Dealers

To protect consumers against the transfer of stolen property, the city licenses pawnbrokers, precious metal dealers and secondhand dealers to ensure compliance with the city and state’s regulations for record keeping and surveillance monitoring.  For more information, see City Code 113.

Businesses and employees must be licensed with the city. Licenses must be renewed annually by Jan. 1.

Pet Stores

Pet store owners must obtain a one-time license in order to operate in the city. The ordinance does not include bait shops, petting zoos or breeders who sell pets out of their home.

Refuse Haulers (Commercial)

All refuse and recycling haulers servicing Shakopee businesses must be licensed. Licenses must be renewed annually by Jan. 1.

Taxicab and Taxi Drivers’ Licenses

Taxicab Business

Applications must be submitted in person to City Hall. Licenses must be renewed annually by Jan. 1.

HOW TO OBTAIN A LICENSE

Applicants should file with the City Clerk’s Office:

  • Taxicab Business License [PDF] application and $150 background check fee (first time only)
  • Name, date of birth, address, financial status and experience
  • Vehicle information (number, license number, color scheme, insignia)
  • Proof of taximeter, inspection of the Police Department

Public hearings are required before a license is issued. Once approved, the City Clerk will contact applicants for the license fee (see Fee Schedule).

Taxicab Drivers

To operate a taxicab, drivers must obtain a license from the City.

HOW TO OBTAIN A LICENSE

Applicants should file with the City Clerk’s Office:

  • Taxi Drivers License [PDF] application and $100 background check fee (first time only)
  • Age, place of birth, home address
  • Names and addresses of two references
  • Experience in transportation, employment history for 10 years, educational background
  • Proof of Minnesota driver’s license

Once complete, the City Clerk will contact applicants for the license fee (see Fee Schedule).



Tobacco Sales

In compliance with state and federal laws, the city requires a license for the sale of tobacco, tobacco products and tobacco-related devices.

With an exception for electronic cigarette devices, City Code prohibits the sampling of tobacco and tobacco products in licensed businesses. 

FEES

Licenses are issued on a calendar year basis from Jan. 1 to Dec. 31. For licenses issued after Jan. 1, fees will be prorated. Licenses fees are found in annual Fee Schedule. Licenses must be renewed annually.
Licenses must be posted and displayed in plain view of the general public.

VIOLATIONS

All licensed premises are open for inspection by the Police Department. Establishments in violation of city, state or federal regulations may be fined and/or have their license suspended or revoked.

  • Provide proof of an approved program for instructing employees on the legal requirements to sell tobacco, tobacco products and tobacco-related devices
  • Receive approval from the City Council
  • Pay license fee (see Fee Schedule)



Additional Licenses

  • Amusement: Anyone looking to operate a ski lift, ride, amusement ride or concession booth in Shakopee.
  • Outdoor Performance Centers: Defined as outdoor premises that host shows, theatrical performances, concerts, exhibits and events; seat more than 1,000 patrons; and charge admission.
